6.1: LEGISLATION

The population in Uzbekistan generally has inadequate knowledge of applicable laws and rules (Tadjibayeva, meeting 7 February 2012; OECD 2011) and there also seems to be uncertainty on the regulations for passport issuance, residency registration and entry/exit. Questions related to the issuance and renewal of passports and exit visas for Uzbeks living abroad has been a popular topic on the Uzbek discussion forum arbuz.com.12 Questions on procedures, conditions and consequences for violating the regulations on exit have been the subject of discussion (see, for example, Landinfo 2011 on exit provisions). It is a problem that the rules are being enforced arbitrarily, in addition to being subject to political manipulation and corruption (see chapter 7 on corruption).

World famous film star Gerard Depardieu has visited Uzbekistan. The actor visited Tashkent, Bukhara and Samarkand from 26 to 29 November. It seems that the visit made a bright impression on the sixty year old actor. He noted the “unbelievable scenery, richness and a sort of calm in everything” and called Uzbekistan a “country with a great nation.” At least, this is how the Tashkent media quotes Depardieu.

Last October(2011), the International Federation for Human Rights (FIDH) launched a new web application to bring attention to human rights defenders still incarcerated in horrific conditions in Uzbek prisons.

US Republican presidential candidate Herman Cain stated on 8 October 2011 “When they ask me who’s the president of Ubeki-beki-beki-beki-stan-stan, I’m going to say, ’You know, I don’t know. Do you know?” Cain added that it was not a priority to know “the head of one of those small, insignificant states around the world”.

On 22-February, at 13h40 p.m, a well-known religious figure, a former imam from Uzbekistan Obidhon Nazarov was shot in the town of Stromsund, Sweden, where he was settled as a refugee. An unknown person shot him in the head at the entrance of his house when he was going out. The assailant escaped. At the moment, the Swedish police are investigating the crime. The condition of imam Nazaarov remains very critical.

French Court to Hear Libel Case by Uzbek President’s Daughter
